Associate Professor Li Meng's team developed the "Emergency Command and Coordination Decision Support System" to escort the Winter Olympics. During the Winter Olympics, data exchange, urban safety risk perception and evaluation, emergency response and collaborative control were key technical problems in the area of traffic and urban security collaborative prevention and control demand in the security scene. Li Meng's team constructed a complete set of key technologies for multi-source risk feature recognition, judgment, and early warning for the Winter Olympics and large-scale activity scenarios. This created and informed two industry standards: developing three intelligent terminal perception devices and developing the emergency command and coordination decision support system. It provided strong technical support for improving the level of collaborative prevention and control of regional traffic and urban security during the Winter Olympics, risk prediction and early warning, and emergency command capabilities.

Li Meng's team wrote the "GAT 1786-2021 Requirements for Setting Up Special Lanes for Major Events" Industry Standard of the Ministry of Public Security; it served as the basis for planning and setting up special lanes for the Winter Olympics and is applied in all Beijing competition areas, Yanqing competition areas, and Chongli competition areas, with a total of 62 Olympic special lanes set up, with a total length of approximately 669 kilometers. The planning of special lanes for the guarantee of Olympic traffic safety minimized the impact on social traffic.
At the same time, the team's "Emergency Command and Coordination Decision Support System" could collect and analyze traffic conditions, on-road logistics, online car-hailing, road operation risks, and vehicle epidemic risks in real-time. They were able to formulate traffic emergency plans to support the Beijing Winter Olympics Organizing Committee's Traffic Department in carrying out traffic dispatching and management decision-making. The core key result "Standardized Cross-Network Data Fusion Model" was applied to the "2022 Beijing Winter Olympics Traffic Security Integration Platform" of the Beijing Traffic Management Bureau, fully supporting the traffic operation command and emergency management of the Winter Olympics.

In terms of intelligent devices, the team's dynamic risk detection intelligent devices were respectively applied in the Beijing and Zhangjiakou competition areas, supporting vehicle and road risk monitoring, under epidemic prevention and control in snow and ice environments.
During the Winter Olympics, Li Meng's team was responsible for the daily traffic operation organization of 63 Winter Olympics guarantee routes, analyzed data according to the route operation conditions, and provided auxiliary decision-making support for the Beijing Municipal Traffic Management Bureau's traffic command. The team also was responsible for the analysis and summary reports of the traffic operation data of two cities, three regions, and running channels in the Winter Olympics Organizing Committee's Traffic Department, playing a pivotal role in supporting the Winter Olympics Organizing Committee's judgment of traffic organization and vehicle scheduling management work.

During the Winter Olympics, various transportation elements such as human resources, vehicles, and roads are complexly intertwined. The research and development achievements of Li Meng's team provided necessary support for traffic operation command and emergency management. In the future, Li Meng's team and the Civil Engineering Department of Tsinghua University will continue to promote the intelligent construction of the transportation industry and improve event response capability of traffic and security coordination and control based on the achievements obtained in safeguarding the Winter Olympics. They will provide support and protection for various major national events and fully implement the central government's strategy of accelerating the construction of technology and transportation, support and lead in scientific and technological innovation, and contribute to the responsibility and strength of Tsinghua Civil Engineering.
